Create an installable python pyCDB package

Apply to the master branch only.

Tasks:

• Use version <major>.<minor>.0+local. Replace with target verion.
• Make dependencies complete
• Use author "Fusion Division of Institute of Plasma Physics ASCR"
• Upload to package repository of the project
