Publish CDB package to GitLab PyPI package registry

Reason: Currently, the package is published into Package Registry as a generic package. Yet, GitLab supports PyPI-like storage.

Tasks:

• Publish to Package Registry as PyPI package using TWINE: https://repo.tok.ipp.cas.cz/data-engineering-and-analysis/package-registry
• Rename the package to avoid collision. This requires approval by the data group lead. Proposed name is "ufpcdb".
